The Council has reviewed the Gambling Venues Policy, proposing to retain the existing “sinking lid“ policy and make minor changes to the drafting to improve its clarity and usability.

Whanganui District Council is required to review its Gambling Venues Policy every three years from the date on which it was enacted.

The proposed changes to the drafting of the policy include:

  • typographical fixes
  • redrafting the policy to update its format
  • adding definitions of “new venue” and “existing venue”
  • requiring merging and relocating clubs to surrender existing venue licenses

The council does not propose any changes to the rules relating to gambling venues within Whanganui.

Options

Option 1

Retain the Gambling Venues Policy (status-quo)

Under this option, the council would retain the existing Gambling Venues Policy.

Disadvantages
The Gambling Venues Policy complies with the Gambling Act 2003 and allows the Council to restrict venue licensing, relocation, and merging. The drafting of the policy could be made clearer and more consistent.

Option 2

Amend the Gambling Venues Policy (preferred)

Under this option, the council would amend the Gambling Venues Policy to make minor changes, close gaps, and include a definition of “new venues” and “existing venues”.

  • The Gambling Venues Policy complies with the Gambling Act 2003 and allows the Council to restrict venue licensing, relocation, and merging.
  • The amendments to the policy will improve its clarity and consistency.
