Private Plan Change 001 - Manuka Street
A Private Plan Change is a request made by a private individual, organisation or developer to change the District Plan. Private plan changes are processed under the Resource Management Act 1991 (RMA) and follow a formal statutory process. They are commonly requested to rezone land, amend planning rules, or introduce new planning provisions to enable a specific development or activity.
PPC 001 - Manuka St
IWIK Trust (the applicant) proposes to rezone approximately 0.47ha of Open Space Zone (OSZ) land at 21A Manuka Street, to General Residential Zone (GRZ). This will require a change to the Whanganui District Plan maps but there are no proposed changes to the objectives, policies, rules or standards of the District Plan.

On 5 May 2026, Council accepted the plan change request for public notification. Acceptance means Council has decided the request is complete and there is sufficient information to publicly notify and call for submissions on the proposed plan change.
Any decision to approve the proposed private plan change will be made at the end of the public submission and hearing process.

Public submissions open on Thursday 14 May 2026 and close at 8am on Monday 15 June 2026.
