Mayoral candidates

Peter Oskam

 

Peter Oskam (Community before Coin)

My principal place of residence is in the Whanganui District area. I am also standing for Whanganui General Ward.

I am Peter Oskam, running as an independent candidate for Mayor. After a successful career running local businesses, I have learned that being in the top job is not about delegating, but listening to all possibilities and choosing paths that lead to progress, opportunity and positive outcomes.

I want to see a bold council focused on great delivery, not minimising risk. Whanganui is doing well for some, less so for others, and I am committed to helping redress the challenges in our community, not glossing over them.

My time in council has allowed me to listen, learn, and observe. I believe there is a better way to lead our team of councillors that connects council delivery with community concerns, connects the left and right hands to operate as efficiently as possible, and does not ignore public sentiment but embraces the opportunity to address issues of public concern as they arise.

Andrew Tripe


Andrew Tripe (Let’s keep Whanganui moving forward)

My principal place of residence is in the Whanganui District area.

Whanganui needs strong, stable, experienced leadership to keep our positive momentum and move confidently into our future. During my Mayoralty, we have been a unified Council throughout local government’s toughest challenges, delivering New Zealand’s lowest average rates rise of 2.2% this year. We have also invested more in infrastructure (pipes, roads, footpaths) and paid off additional debt.

Next term we will keep rate increases low, cut red tape and fast-track building consents. We will grow Whanganui’s economy by launching a local School of Design & Technology, explore options to reduce power costs, attract new industry and support community projects.

We will continue to pursue an Air Chathams Christchurch route and transitioning their headquarters to Whanganui. Supported by my wife Carolyn, our family and community, I am proud to stand again to serve as your Mayor. I will continue to lead with energy, maturity and passion. Josh Chandulal-Mackay (A New Generation of Leadership)

My principal place of residence is in the Whanganui District area. I am also standing for Whanganui General Ward.

As the mayoral candidate with the most local government experience, I am ready to hit the ground running. I will be a decisive, energetic and committed mayor with a proven record after three terms as a councillor. I will advocate strongly for Whanganui at central government level.

I support a Whanganui–Christchurch airline route; a new ‘invest for Whanganui’ fund; powering our marine sector; affordable homes; protecting the Whanganui East Pool; revitalising our CBD; and transparent decision-making.

Between 2023-2025 we’ve had a combined rates increase of 21%. To manage costs, my policies are supported by a funding & financing strategy and carefully spread across 9 years – affordability matters to me.

I love Whanganui. I am chairperson of Age Concern, Rotarian, deputy-chairperson of St Anne’s Catholic School, marriage celebrant, former DHB board member, and former sports coordinator for the Masters Games. Be bold.

My principal place of residence is not in the Whanganui District area. I am also standing for Whanganui General Ward.

It is an honour to run for council, as someone who believes deeply in the future and potential of our city. My vision is a city that works for ratepayers. Firstly. A hat tip to our Council staff. They keep this city running and deserve to be treated fairly, equally, and with respect. Your contribution is valued.

Our city must grow in a way that both supports those who got us here and those who are our future. For our elders, I'll fight for accessible infrastructure and support systems that allow them to live with dignity and respect. For our youth.

I want Whanganui to be a place for ideas, for growth, and the jobs of tomorrow to strengthen our economy, so they stay. For this we need to cut red tape, make doing business in Whanganui easier, so we're seen as genuine place to bring new business to.

Whanganui has always been my heart and my home. I’m Whanganui focused through and through, Whanganui born and raised and Whanganui proud.

Life is getting harder and harder for us to live in warm, healthy, safe and affordable homes, it's why I’m standing for our Māori Ward and the Council.

We need good, diverse, and inclusive representation on our Council. We need all kinds of voices that will represent everyone.

My principal place of residence is in the Whanganui Māori Ward area.

I’m standing for Council to be a strong voice for Whanganui Māori Ward and building a fair future for all. Our Māori Ward gives a seat at the table. It’s not about division, it’s about upholding Te Tiriti o Waitangi, strengthening partnerships, and ensuring every voice counts. With a referendum coming, we need leaders who won’t sit silent. I will stand to keep the Māori Ward in place.

I bring experience across iwi governance, business, and community development. I’ve worked alongside whānau, hapū, and local organisations to drive change, and I know how to navigate both Council systems and the needs of our people.

Whanganui deserves leadership that’s capable, accountable, and unapologetically committed to inclusion, equity, and local solutions. I will work hard for all of us, Māori and everyone in our community

I’m deeply committed to the people of our rohe, having had the privilege of being guided by regional leaders who embody the values of our Maunga and Awa. These values, and the belief that the wellbeing of our people and our place are inseparable — drive me to stand for election in the Māori Ward.

I believe the choices we make today will shape the future for our tamariki and mokopuna. I intend to be a strong advocate, not only for Māori, but for all who call this place home. As someone who is passionate, purpose-driven, and grounded in a strong work ethic, I will serve with integrity and champion meaningful, effective, and smarter solutions that meet our district’s long-term needs.

My principal place of residence is in the Whanganui Māori Ward area.

This is my fourth time standing for Council, and I’m now seeking to represent our people through the Māori Ward.

I bring decades of community involvement, including worker advocacy and support for local charities.

I’ve lived in Whanganui most of my life and whakapapa to land along the Whanganui River from Taumarunui to Pūtiki. I’ve worked over 30 years at Imlay and was involved in the 2012 AFCO lockout, fighting for worker rights.

If elected, I will donate my councillor salary to Whanganui charities and advocate for dredging the river, better housing, and local wellbeing.

I will bring honest, grassroots representation to Council. Ko au te awa, ko te awa ko au.

My principal place of residence is in the Whanganui Māori Ward area.

Kia Ora. I am seeking election onto the Whanganui District Council as a Māori ward. My whakapapa connections are Atihau, Nga Rauru, Nga Wairiki, Ngati Apa, Taranaki.

I’m born and bred in Whanganui with over 30 years career experience in health and social service development both mainstream and NGO sector. This has been through a range of roles from practitioner, managerial and governance. My passion however is community development from the grassroots up.

My active involvement within the Māori world and tribal development both at marae level and governance will serve the community well to add value to discussions to forge a collective direction that serves Whanganui for all.

Examples through Awa Tupua legislation and post treaty settlement has facilitated development opportunities that can only benefit Whanganui. WDC is an enabler for this to occur and I look forward to contributing to this. Housing, healthy communities, economic development.

Belonging in Whanganui is something I deeply value: from the community spirit to the creative talent, dedicated local businesses, rich heritage, and the powerful presence of the river and ocean. There is much to appreciate and much to take care of. These are challenging times, and we need to focus on the essentials, curb unnecessary spending, and support practical solutions that help us thrive.

With an MSc in Engineering, I bring broad experience from the public sector, corporate settings, the therapeutic world, and B2B throughout New Zealand. I’ve served on boards and committees, facilitated men’s groups, and worked on food resilience projects. I’m community-minded and value good listening: because that’s where true representation, vision, and leadership begin.

My principal place of residence is in the Whanganui District area.

I am a Director of a national build and design company, Chair Whanganui Chamber of Commerce, and an accredited Business Mentor. Business and community remain my focus areas for the next term. Over the past three years, I have served: Co-Deputy Chair of Strategy and Policy, on the Chief Executive Review Committee, CCO and Economic Development Committee, Safer Whanganui, Positive Ageing Forum, Tamaupoko Link, Pakaitore Historic Trust Board, and gained accreditation as an RMA Commissioner.

Keeping rates low, spending wisely, and ensuring Whanganui stays open for business are vital to our success. Supporting community safety and wellbeing is equally important.

I will continue to advocate for business, backing decisions that deliver prudent, positive outcomes for our city. I’m also committed to supporting our ageing community - promoting healthy, positive living. Despite recent challenges, Whanganui is on a strong path forward and I seek your support to keep this progressing.

I bring experience as a business director and consultant, with a proven track record of turning up for our people through causes like the White Ribbon campaign, events like the Festival of Cultures, and in governance roles with Te Ora Hou, Pākaitore Historic Reserve Board, and the Community Taskforce on Youth Wellbeing. I’m a proud family man, grounded by values of kindness, fairness and responsibility—and I know how to get things done.

I’m for the people, I love Whanganui, and I’ll make future-focused decisions for the generations to come. I’m not here to speak for just one group—I’ll represent all of Whanganui. If you want someone who shows up, listens, and leads with integrity, then I ask for your vote this election.

My principal place of residence is in the Whanganui District area.

In the past I have been involved in a number of organisations, sometimes as a committee member. Whanganui Toastmasters was one of them.

I would like to see accessibility being considered more often rather than being an afterthought. Public buildings and housing should be accessible for all. Being a user of a mobility scooter, I am also aware of how difficult getting on and off footpaths in some areas of town can be. There has been progress made but more can be done.

I hope to be able to represent the disabled community in Council so that their concerns can be voiced. I also hope to keep the rates at a reasonable level. Being a ratepayer myself, I understand the frustration of those who pay rates.

As a councillor I have consistently had a high attendance record. I’ve fronted up at public meetings, turned up at community events and advocated strongly for individuals and groups. I am embedded in our community. I am chairperson of Age Concern, Rotarian, deputy-chairperson of St Anne’s Catholic School, marriage celebrant, former DHB board member, and former sports coordinator for the New Zealand Masters Games.

If elected mayor or returned to council, I will champion Whanganui at central government level. As a registered social worker with years of frontline experience in the Whanganui community, she holds a bachelor’s degree in Bicultural Social Work and a master’s degree with first class honours in Applied Indigenous Knowledge.

Her career spans health, justice, education, and social services, with a focus on strengthening systems that support community wellbeing. As a candidate for council, Awhi is focused on responsible financial management, transparent decision-making, and creating opportunities for young people to thrive locally.

Born and raised in Whanganui East, I’ve experienced our city’s highs and lows and carry a deep understanding of its character. After years of traveling and living abroad, I returned in my late 30s with renewed appreciation and founded Porridge Watson, a place for our community to gather and celebrate Whanganui’s evolving spirit. Now a parent, I want my daughter to enjoy the same vibrant experiences I once did.

With over 10 years in youth services across the UK and NZ, I’m passionate about making Whanganui a city where young people thrive and stay. We must protect our unique assets, like heritage buildings, and host exciting events that celebrate our unique vibe and energize our city.

I’m running a no-cost campaign, using creativity over spending - the kind of thinking our council needs right now. I’m committed to listening, working hard, and building a vibrant, future focused Whanganui for all.

I’m standing as a proud Whanganui citizen with the clear goal: to serve our community with integrity, pragmatism and common sense. I’ve lived here for over 15 years, raising my family, running a local wellbeing business, actively involved in many community initiatives.

As co-founder of Unity Food, a local food charity, I understand the real challenges people in our community face. I’m deeply committed to food sovereignty. Over the past four years I have delivered real change through education, advocacy and hands-on community work, empowering people.

With a background in architecture and design, I bring a practical, solutions-focused lens to infrastructure, planning, and communication, all vital skills in council decision-making.

Seeking re-election. Extensive service as senior teacher, small business, former Grey Power New Zealand National Secretary, Chair of Artist Open Studios, Mainstreet and Ratepayers Association. Currently Rural Community Board, Tarapuruhi Bushy Park and Museum council representative and Accessibility and Disability portfolio.

I'm well-equipped for the task. I have achieved my 2022 commitments of no other paid role, maintained a social media presence for balance, advocated for older person’s housing initiatives and supported alternative council income to reduce rates. Championed improved disability access and sought more ways for council to engage residents.

Community have communicated key priorities: refine the Mayor’s 6 levers to keep rates low, no new non-essential projects next term, maintain roading/footpath infrastructure investment, and a ‘futures’ plan for Whanganui sports and recreation. We have achieved low rates, maintained services and support for community groups and increased infrastructure spend.

Committed to contributing further to an inclusive and diverse Whanganui.

I’ve lived in Castlecliff since 2010 and have a background in hospitality, events, community development and business. I’m a mum of twin boys and couldn’t imagine a better place to raise a family.

In 2016, I built The Citadel to act as a community hub alongside the Castlecliff Rejuvenation Project — a successful collaboration between community and council. During my term on council, I’ve held the portfolios for Youth, Arts, and Climate & Environment. I’m also an accredited RMA and District Plan hearings commissioner, chair the Road Naming Panel, sit on the regional Public Transport group, and serve as Deputy Chair of Strategy and Policy Committee.

I’m standing for re-election to continue the work I’ve started — championing strong community partnerships, youth development, climate action, and future-focused planning.

My principal place of residence is in the Whanganui District area.

Robin has experience in management in a number of different businesses. He holds a BAppSocSci gained at NMIT. Robin has worked extensively with people with various disabilities including mental health, physical and intellectual disabilities. Robin believes that Whanganui has a number of great assets but the greatest asset is it’s people.

Robin is actively involved in a local Church and the Whanganui Repertory Theatre, he is also a part of a group that is bringing community initiatives together to support vulnerable people in Whanganui Robin is Solution focused, looking for answers not fault; Always looking to get the best bang for the ratepayers buck keeping rates increases and a minimum, ensuring that every dollar spent is good value for the money; Looking at improving easy access to all of the community for people with disabilities.

Jason Bardell (Back to Basics)

My principal place of residence is in the Whanganui District area.

Council should focus on essential infrastructure rather than ventures like pilot schools or building hotels with ratepayer money Is it reasonable to spend $4 million annually to operate the Sarjeant Gallery? And does investing $20 million of ratepayer money in a pilot school make sense?

As a qualified fitter/turner and EST electrician, I’ve worked across various private industries timber, meat, pet food, dairy, and plastics as a maintenance fitter and planner, as well as major house renovations. In every role, cost control and efficiency have been critical.

Whanganui should position itself as the easiest and most affordable place in New Zealand to build a home or start a business. We also have exceptional events like Cemetery Circuit, Vintage Weekend, Taupō Quay Drags, Masters Games, and many more that give Whanganui a unique identity. These should be actively supported and promoted to attract both visitors and new residents

Born and raised in Wanganui, I bring a no-nonsense, common-sense approach and ask for your vote on council. I’m committed to sustainability, protecting ratepayer funds, enforcing legislative compliance and supporting local businesses to grow. Together, we’ll build a stronger, more accountable Wanganui.

With experience in business, disability services, education, youth & adult training and teaching drives my commitment to advocate for all residents. Wanganui faces challenges, but these must not undermine democracy. I’ll support practical, community-driven policies for all residents. I believe in empowering our community and understand the economic pressures we face.

I’ll focus on keeping rates affordable by prioritizing essential services and infrastructure over wasteful vanity projects. My vision includes robust scrutiny of operational reports and holding leadership accountable to ensure transparency. I’m not afraid to ask tough questions or challenge the status quo to deliver results for ratepayers, local businesses and the wider rural community.

Over the past term as your Councillor, I've delivered practical solutions with real results. I championed bringing a low-cost fuel retailer to Whanganui, which has reduced fuel prices by an average of 32 cents per litre. I led rigorous analysis and amplified the voices of Whanganui residents to halt the rollout of food-scrap bins.

By listening closely to the community, I successfully campaigned to prevent the closure of our Aviary and Whanganui East Pool, preserving these vital community assets. With 16-years of experience in business development, I consistently focus on delivering outcomes without additional cost.

We must continue to keep our rates low while investing in our future, growing our economy, and removing obstacles to success. As a husband and father of three, my commitment remains firmly to put Whanganui first. I ask for your continued support so we can achieve an even greater Whanganui together—for my family and yours.

My principal place of residence is in the Whanganui District area.

Whanganui is doing well and with your support I will continue to keep Council ratepayer focused, with a common sense approach to decisions. My experience as a business owner, radiographer, olympian and most experienced councillor will be vital to keep the momentum going and to fight likely government reforms to merge our council and take decisions away from us.

The Sarjeant Gallery is performing well but has cost the ratepayer over $20 million more then promised and another $200 on your rates bill to operate annually. A visitor door charge or reduction in operating cost must happen from 2026.

Council needs to deliver on the plan for 1000 affordable homes with partners, supporting home ownership for our more vulnerable, seek government (NZTA) support to replace the Dublin Street Bridge and build an outdoor aquatic centre that works for everyone.

My principal place of residence is in the Whanganui District area. Rates affordability is at the top of my considerations and, if re-elected, I make this commitment to ratepayers - I will not vote for any rates increase that is above the rate of inflation. I will resist desires for expanding Council’s role and I will continue to identify inefficiencies.

Three Waters Reform, Port Redevelopment, and changes to the Resource Management Act will require experienced councillors who are focused on gaining the best outcome for ratepayers. I believe that a blend of institutional knowledge and experience, with some new energy added, will make the best Council for our district. In seeking your support for my final term, I offer my commitment to advocate for minimizing rates, my experience, and to be innovative and accessible for our community.

My principal place of residence is in the Whanganui District area.

I grew up in Whanganui and returned because I believe in this place, its people, and its future. With over 20 years in the transport industry, I bring practical experience in planning, logistics, and delivering results. I also work as a wedding celebrant, which has strengthened my ability to listen, speak up, and connect with people.

I’m standing for council to focus on the basics: careful spending, smart planning, housing, and youth opportunity; all key to a strong local economy. Whanganui’s heritage goes beyond buildings. Our motorsport events like the Cemetery Circuit, Street Drags, and Jetsprints are part of who we are. They boost local pride, tourism, and business. They deserve strong support at the council table.

The world is in crisis — war, climate chaos, and systems treating animals, humans and the environment as expendable. Our city must grow in a way that both supports those who got us here and those who are our future. For our elders, I'll fight for accessible infrastructure and support systems that allow them to live with dignity and respect. For our youth.

I want Whanganui to be a place for ideas, for growth, and the jobs of tomorrow to strengthen our economy, so they stay. For this we need to cut red tape, make doing business in Whanganui easier, so we're seen as genuine place to bring new business to.

My principal place of residence is in the Whanganui District area. 

 I support Whanganui's economic growth by promoting our district to potential businesses, and residents, highlighting our unique character, architecture, climate, supportive community, and opportunities. I support the rigorous curtailing of rate increases. I support the sensible and frugal allocation of Council resources to the benefit of all ratepayers. I support Council retaining control of our water supply and associated infrastructure, and oppose mandatory fluoridation.

 I oppose divisive race based co-governance. I oppose divisive race-based water ownership and control. I oppose the driving of divisive extremist agendas by activist councillors. I oppose wasting Council resources on divisive and conjectural international topics. They are not the business of Council.

 I support our arts community, business persons, seniors, farmers and other primary producers.

I am a Whanganui based company director, owner-operator, and university graduate, with extensive business and life experience.

Profile statement:

My principal place of residence is in the Whanganui District area.

I am a Chartered Accountant, have served nine years on Whanganui District Council and have previously chaired the DHB for seven years.

Whanganui has lots to offer as a wonderful place to live. For our community to thrive, Council must lead by working with others and have a clear, prioritised strategy to deliver what our community deserves.

Pretty much we want the same things; to live in a vibrant, safe community with good employment, great facilities and neighbourhoods – somewhere to call home. My proven record as Councillor, DHB chair and work in schools and community organisations, plus having an accounting business, gives me the skills to strengthen the Council team.

I grew up here and with my husband have raised six children. With aging parents and young grandchildren here, I understand and am passionate about the importance of a thriving, safe community.

My skills will help take Whanganui forward.

My principal place of residence is in the Whanganui subdivision area.

Kia ora, Farming and work shaped my early years. Raised and schooled at Parikino and Rānana by hardworking parents. The rigours of farming and shepherding put me in good stead for a new challenge within NZDF. As a Tier 1 SF Operator our work placed us amongst indigenous communities affected by war, famine & political unrest. The experience was truly humbling.

I am married to a beautiful wife. We have three adult children and ten mokopuna. My personal mantra is Who Dares Wins with an attitude of Less Hui, More Dui. My principal place of residence is in the Whanganui subdivision area. I am also standing for Whanganui Māori Ward. Kia ora tatau. I’m from the Whanganui River, raised at Kaiwhaiki Marae.

Not many of our families have understood what the Rural Community Board does, who represents us and how. Put me on the Board and ill ensure were included. I am also standing for the Whanganui Māori Ward and honouring the Treaty in its entirety is important, it gives us a road map towards equity and inclusivity.

I’ve been a part of the Institute of Directors for years, held several national governance roles, like the Mental Health Foundation and have had 30 years running a successful business. My latest project has been to build our $4.5 million Papakainga on our Awa for my whānau. I want to show more how to do this. We need Maori voices on Council and we owe it to our kids and grandkids to get things right.

My principal place of residence is not in the Whanganui subdivision area. Tena Koutou katoa nga Iwi o Whanganui. Hello to all the people of Whanganui. No Whanganui ahau. I am from Whanganui I am a previous Rural Community Board member and served for two years.

I was raised on a farm and have an affection for the whenua (land) awa (river) and the wellbeing of the taiao (environment) and Iwi (people). I am active in the rural community. There is a need to reinvigorate our rural communities, collectively supporting each other to progress.

I am an active governance and hapu member of Matahiwi Marae, where I managed the infrastructure project upgrade of the stormwater, wastewater and water filtration systems planning and installation, along with Star Link Satellite connectivity, and a solar water pump system. Ka mihi

My principal place of residence is in the Whanganui subdivision area.

My wife Julie and I live at Ngaturi in the Mangamahu district, where we have a sheep and beef farm and a kiwifruit orchard. I have now completed three terms on the Whanganui Rural Community Board, the last term as Chair. While I think the Board has recently raised its profile, and become involved in more issues, there is still potential for it to become a more effective conduit for rural issues to be highlighted to Council and Councillors. I am therefore seeking support to continue as one of the two Rural Community Board representatives for our region
