Small stand-alone dwellings
The new laws for small standalone dwellings (granny flats) are now in effect. Under these changes, homeowners can build a small standalone dwelling up to 70m² without requiring a building consent, provided that:

the dwelling has a simple design and complies with the building code

homeowners notify their local council before construction through a Project Information Memorandum (PIM)

all work, including design and construction, is carried out by licensed building professionals

all exemption conditions are met.

There may be additional local requirements to consider, such as resource consent, infrastructure connections or development contributions, so it is important to speak with the relevant council officers during your planning stage.

Download a PIM form (2AA) from the MBIE webpage
Once you have completed the form, email it to buildvetting@whanganui.govt.nz
The council has ten working days to process your PIM application. Please note that no work can begin on your project until your PIM has been approved.
