Waste Management & Minimisation Plan

Public consultation on Whanganui's draft Waste Management & Minimisation Plan(PDF, 4MB) is open from now until Thursday 12 November 2026.

The draft plan focuses on four key areas:

  • Kerbside rubbish collection and kerbside food/garden waste collection.
  • Upgrades to the Resource Recovery Centre
  • Better rural waste services and recycling access
  • Helping businesses and event organisers reduce waste

These are proposals, not final decisions. We want to hear what the community thinks before the plan is finalised.

About the Waste Plan

Whanganui District Council’s Waste Management and Minimisation Plan 2021–2027 is a guiding document that sets out our district’s approach to tackling waste efficiently and responsibly.

All councils in New Zealand are required to have a Waste Management and Minimisation Plan (WMMP) in place and review it at least once every six years. The plan outlines how to achieve effective and efficient waste minimisation and management within the district.

The council is developing Whanganui’s next Waste Management and Minimisation Plan for 2027-2033.

The current plan has driven the introduction of kerbside recycling and the ongoing expansion of resource recovery services across the district. However, Whanganui still produces significantly more waste per person than the national average – and with changing national policy direction, population growth and rising costs, it’s important that the next plan is focused on the future.

What’s happened so far

The council has completed a Waste Assessment examining how much waste Whanganui produces, where it goes and opportunities to reduce it.

Community input has also helped shape the draft plan. This has included:

  • A community and business survey.

  • Workshops with businesses, waste operators and community stakeholders.

  • Engagement with Mana Whenua.

Feedback from these activities has helped identify the priorities and proposals included in the draft Waste Plan.

How can you get involved

The draft waste plan is currently open for public consultation. We’d like your input to help ensure we’re focusing on what our community wants. You can give your feedback via our Have Your Say page.
