Whanganui District Council is currently seeking your feedback on the following policies, plan and bylaw.
Proposed Local Easter Sunday Shop Trading Policy
The Council is asking for community feedback on whether to allow shops to trade on Easter Sunday. Without a policy only some shops can trade under the Shop Trading Hours Act 1990 (the Act).
A local policy can permit shop trading on Easter Sunday but cannot place other conditions around shop trading (for example types of shops, times of opening etc.). If a local policy is adopted the choice to open remains with individual retailers and all shop employees retain the ability under the Act to refuse to work on Easter Sunday without providing a reason to their employer.

Proposed Gambling Venues Policy
Whanganui District Council’s Gambling Venues Policy aims to control the growth of gambling and minimise harm caused by gambling. We want to ensure the community is involved in decisions about the provision of gambling in the Whanganui District.
The proposed policy would:
- allow only one standalone TAB venue in our district at any time
- set out conditions for any relocation of existing class 4 venues. We would like your views on two options:
Option A: Class 4 venues can relocate under certain circumstances, providing location conditions are met
Option B: No class 4 venues will be permitted to relocate
- permit clubs to merge gambling licences on condition that the total number of gaming machines is reduced (‘sinking lid’ approach).

Proposed Parking Management Plan and Parking Bylaw 2017
The Council is consulting the community on changes to the Proposed Parking Management Plan and Proposed Parking Bylaw 2017.
We are suggesting some parking changes to encourage pedestrian activity and longer stays for visitors:
- to increase parking time limits within Victoria Avenue from 60 minutes to 90 minutes
- to increase the parking time limits in St Hill Street (between Guyton Street and Ingestre Street)
- to include airport parking and disabled parking outside of the town centre in the parking management plan
- to include parking exemptions for mobility card holders, super gold card holders and tradespersons or special event permits
The Council is proposing to retain parking rules controlling:
- parking vehicles on a roadway
- parking vehicles for display or sale
- carrying out major repairs of vehicles on the road
- leaving broken down vehicles on the road for a period exceeding seven days

A weekend stall at the Whanganui River Traders Market provided an opportunity for people to meet members of Council’s policy team and chat about the proposed changes.
