Changes made to rules on parking and speed

The Whanganui District Council has made changes to bylaws which relate to parking regulations and speed limits in the Whanganui District.
The Parking Management Plan identifies how parking is provided for and managed and how the Council controls on-street and off-street parking in our town centre.
On Thursday, November 23, the Council’s Statutory Management Committee heard submissions from three of the 22 submitters to the Plan.
On Thursday, December 7, the Committee deliberated on the Proposed Parking Management Plan 2017 and the Proposed Parking Bylaw 2017 and confirmed the following changes, expected to be operational from early 2018:
- Parking time limits in Victoria Avenue will increase from 60 minutes to 90 minutes
- Three 30-minute parks will be added to St Hill Street, outside Wanganui Bedroom Specialists (151 St Hill Street)
- Additional parking on St Hill Street (between Guyton Street and Ingestre Street) will remain at 120 minutes
- Parking exemptions for mobility card holders and SuperGold Card holders will be retained
A tradespersons permit has been introduced to allow tradepeople, sales representatives and delivery vehicles to park for short periods in metered spaces. This will have an annual fee.
The Council will also look at ways to improve parking availability within St Hill Street following increased demand for parking due to the relocation of the Ministry of Social Development building.
The Committee also deliberated on the proposed Traffic and Speed Limits Bylaw 2017, which regulates speed and the use of Council roads to enhance and promote a safe and efficient road network.
The following changes to speed limits are expected to be operational from early 2018:
- Reducing the speed limit at Ranana township from 100km/h to 50km/h
- Reducing the speed limit on the Whanganui River Road from 100km/h to 80km/h
- Reducing the speed limit on Mowhanau Beach from 100km/h to 30km/h
- Reducing the speed limit at the Mowhanau Drive and Rapanui Road intersection from 100km/h to 60km/h
- Reducing the speed limit on Mosston Road, Montgomery Road, Mill Road and Sandcroft Drive from 70km/h to 60km/h
- Reducing the speed limit on Caversham Road and the northern ends of Springvale Road and Fox Road from 70km/h to 50km/h
During the public consultation process, requests were made for reducing speed on several rural roads in our district, including Blueskin Road, Tayforth Road and Landguard Road.
The Committee decided to take these requests into account after more information is provided by central government on recently adopted guidelines about setting speed regulations for all of New Zealand.
