Council confirms wastewater treatment plant design

Mayor Annette Main today said the Wanganui District Council is “absolutely confident” in the design for the new wastewater treatment plant.

The Council approved the design at a meeting held on June 19.

“This has been a very long process and a huge commitment to ensure we reached the right solution for our community,” Mayor Main said.

“Issues with the wastewater plant have been stressful for our community and the process to resolve them has been thorough. The Council has gone through a rigorous process to ensure we had all our questions and concerns answered to our satisfaction. The design by Cardno BTO has been peer reviewed by AECOM and we have also had independent expert advice from CH2M Beca. They are all supportive of the final design following a number of modifications made through the review process.

“I want to thank our consultants and advisers for their willingness to answer our seemingly endless questions in our quest to ensure we were absolutely confident with the design of the new plant.

“The next step in the process will be for the Tenders Board to consider the four conforming tenders we have received to build the plant. That will happen in the next few weeks.

“Our community can be assured that, with the new plant’s primary pond being covered and sludge regularly removed from it, we will not experience ongoing odour issues again.

“We all look forward to construction beginning, with the knowledge that the end result will be a treatment plant that is appropriate to deal with our community’s domestic and industrial waste and which has capacity to cater for growth in the future.”

Resolutions from the Council meeting:

That the Cardno-BTO design report is received.

That the AECOM peer review report is received.

That the CH2M Beca independent expert opinion report is received.

That the conclusions made during the peer review and expert opinion process resulting in the collective agreement that additional elements should be added to the scope of the work for risk mitigation and to ensure delivery of Council’s two main objectives are endorsed.

That the

  • recuperative thickening
  • bioscrubber
  • primary pond inlet modifications
  • 1mm screens
  • site transferer
  • contact tank covers

be added to the scope of works now.

That the contact stabilisation tank increase is included.

That the

  • scum removal system
  • chlorine disinfection
  • permanent polymer dosing

costs be held in contingency for retrofitting if found necessary.

That the Cardno BTO design is reconfirmed with the additional elements recommended by collective agreement during the AECOM peer review and CH2M Beca expert opinion process incorporated.

That the Tenders Board completes the process to appoint a contractor.

That Cardno BTO, AECOM and CH2M Beca are thanked for their attendance and reports.
