Parking controls – proposed amendment

At a full council meeting on Tuesday, 5 May 2026 councillors will consider a proposal to make minor changes to the council’s parking controls in four main areas.

The proposed changes are as follows:

  1. Moutoa Quay(PDF, 3MB): introduce a 5m vehicle length restriction at Moutoa Quay for the hours of 8am-5pm to align with the new Freedom Camping Bylaw rules and ensure large freedom camping vehicles do not park here all day. Note: the vehicle length restriction would not be applied to the two existing campervan parks located at Moutoa Quay. 
  2. The Splash Centre(PDF, 1MB): introduce two new parent parks and two new p5/loading zone parks directly outside of the Splash Centre to address accessibility concerns raised in the Community Views Survey and by Splash Centre Staff.
  3. Taupo Quay(PDF, 3MB): convert the existing, rarely used motorbike park at 44 Taupo Quay to a p5/loading zone park to enable easier patient drop-offs for a new eye clinic at 49 Taupo Quay.
  4. Guyton Street: permanently converting parks outside 93 Guyton(PDF, 2MB) Street(PDF, 2MB) and 75 Guyton(PDF, 2MB) Street(PDF, 2MB) to mobility parks. These had been installed, on a temporary basis, as part of the Streets for People project on Guyton Street.
