Hearings on draft Annual Plan 2025/26 to be held next week
Published on 09 May 2025
On Tuesday, 13 May Whanganui district councillors will hear from submitters on their draft Annual Plan 2025/26.
In early April, the council released a consultation document focused on keeping rates affordable, investing in core infrastructure and finding new ways to involve the community in decision-making.
Mayor Andrew Tripe says “As a council we appreciate hearing feedback from our community, as it helps us determine whether we are on the right track. The lower number of submissions this year may suggest general support for our proposed direction, including an average rates increase of 2.2 percent which at this stage is the lowest in New Zealand.”
“While the number of submissions is down compared to recent years, I do want to acknowledge those who have taken the time to submit this year.”
Council staff and elected members hosted several community engagement events throughout the consultation period. These ranged from drop-in sessions to market stalls and even a children’s treasure hunt.
A total of 132 submissions were received, with 26 submitters opting to speak. The community provided feedback on key consultation items – from affordable housing to debt repayments – and a new strategic direction for Whanganui. Of the 132 submitters, 53 also chose to provide feedback on the council’s proposed changes to fees and charges.
“All of which will be up for discussion when we deliberate on the draft plan later this month.”
Written submissions to the draft Annual Plan 2025/26 can be found on the Annual Plan have your say webpage. Hearings will be livestreamed via Facebook on Tuesday, 13 May 2025, starting from 9.30am. The public is invited to view the livestream on either the council’s Facebook page or website.
Council deliberations on the Annual Plan will take place on 28–29 May 2025.
