The Earthquake Prone Buildings (EQPB) Community Taskforce was set up as an independent advisory group to the Whanganui District Council to guide our response to EQPB issues.

Terms of reference

  1. To determine and report to Council key issues around strengthening non-public earthquake prone buildings including possible barriers and potential opportunities and solutions to upgrading, including potential economic impacts, trade-offs and risks


  2. To assist in determining the level of risk the community is likely to accept around EQPB as well as possible risk mitigation around developing community resilience to natural disasters


  3. To determine and report to Council on potential policy and non-policy instruments to minimise risk from EQPB and/or expedite seismic upgrades


  4. To specifically determine options to address the issue of earthquake risks posed by facades and parapets in the central business district


  5. To specifically determine options to address the risk EQPB pose to protecting our heritage values and built environment; including informing the District  Plan heritage review involving the Old Town Conservation Overlay Zone and prioritising buildings or groups of buildings for preservation


  6. To advise Council on matters generally in relation to its EQPB policy and management of public EQPB
