2013 health figures indicate Whanganui's population was over-represented in the amount of people that identified as regular smokers (17.3%) compared to nationally (13.7%). More recent figures provided by Whanganui Regional Health Network showed that in 2016, 19.3% of Whanganui residents identified themselves as regular smokers.

The proposed policy expands and strengthens the original policy's Smokefree District concept to include all Council managed facilities, smokefree hire, smokefree events, allows for designated outdoor smoking areas, and gives effect to Council leadership and ability to advocate for a smokefree district.
