Dogs must be under control on a leash at all times in public places, except in designated under control off-leash areas. See Schedules 1 and 2 of the Dog Control Policy 2021(PDF, 899KB) for more information on where dogs are permitted in Whanganui.

Beaches

Mowhanau Beach

  • Dogs are allowed under control off a leash north of the southern bank of Kai Iwi Stream
  • Dogs must be under control on a leash between the southern bank of Kai Iwi Stream and the bluff at the southern end of Mowhanau Beach (107A Peat Avenue, Kai Iwi)

Castlecliff Beach

  • Dogs are allowed under control off a leash between the bluff at the southern end of Mowhanau Beach (107A Peat Avenue, Kai Iwi) and the northern bank of Karaka Stream
  • Dogs must be under control on a leash between the northern bank of Karaka Stream and the North Mole

South Beach

Dogs are allowed under control off a leash south of the South Mole

Prohibited areas

Dogs are prohibited from the town centre, which includes:

  • Victoria Avenue (between Taupo Quay and Ingestre Street)
  • The area contained within the following:
    • St Hill Street
    • Taupo Quay
    • Drews Avenue
    • Watt Street
    • Wicksteed Street
    • Ingestre Street

Dogs are also prohibited from the following areas:

  • Cooks Gardens
  • Bason Botanic Gardens
  • Rotokawau/Virginia Lake Reserve
  • Westmere Lake
  • Lake Wiritoa – Beach and boat ramp area
  • Kowhai Park Playground – Area bounded by the north entrance adjacent to Marshall Avenue, the northern end of the flying fox, east of the car park and west of Anzac Parade
  • Tawhero Golf Course
  • Deer Park Reserve
  • Spurdle Street Reserve
  • Matipo Park
  • Laird Park

On-leash areas

Dogs are allowed under control on a leash in the following areas:

  • Pukenamu Queen’s Park
  • Aramaho Motor Camp Park
  • Hutton Park
  • Lorenzdale Park
  • Peat Park – except when in use
  • Williams Domain – except when in use
  • Castlecliff Beach – between the northern bank of Karaka Stream and the northern bank of the Whanganui River (North Mole)
  • Mowhanau Beach – between the southern bank of Kai Iwi Stream and the bluff at the southern end of Mowhanau Beach (107A Peat Avenue, Kai Iwi)
  • Any areas not otherwise defined

Off-leash areas

Dogs are allowed under control off a leash in the following areas:

Mowhanau Beach

  • North of the southern bank of Kai Iwi Stream

Aramoho

  • Seddon Street (Road Reserve) – Kaikokopu Road to Barrack Street
  • Somme Parade Riverbank Reserve (Opposite Cemetery)

Whanganui East

  • Burton Avenue – Road Reserve Islands
  • Eastown Road – Grass reserve adjacent to railway line
  • Kowhai Park – North of Whanganui Multisport Club (opposite 142 Anzac Parade) to the Railway Line
  • Kowhai Park – East of the stop bank and bridges walkway between Nile Street and Ikitara Road
  • Wembley Park – Except when in use (see Schedule 1 – Clause 2.1 in the Dog Control Policy)

Castlecliff

  • Bamber Street Road Reserve
  • Seafront Road Grass Reserve  
  • Castlecliff Beach – between the bluff at the southern end of Mowhanau Beach (107A Peat Avenue, Kai Iwi) and the northern bank of Karaka Stream

Gonville

  • Riverbank Reserve (249 Taupo Quay) – Between 2 Mason Terrace and 274 Taupo Quay
  • Gonville Domain
  • Tawa Street Reserve
  • Handley Street Reserve

Springvale

  • Springvale Park – Except when in use (see Schedule 1 – Clause 2.1 Dog Control Policy)
  • Parsons Street Road Reserve – next to Bridge Club (16 Parsons Street to 1 Kent Road)

St Johns Hill

  • Babbage Place Reserve
  • Victoria Park – except when in use (see Schedule 1 – Clause 2.1 in the Dog Control Policy)

South Beach

  • South of the southern bank of the Whanganui River (South Mole)

Designated off-leash dog exercise areas

Dogs are allowed under control off a leash in the following designated dog exercise areas:

  • Otamatea Reserve
